An HMDA layout is a layout approved by the Hyderabad Metropolitan Development Authority (HMDA) which is responsible for the development of the Hyderabad Metropolitan region. It is the responsibility of the HMDA to plan, coordinate, and supervise the development of the Hyderabad Metropolitan region. HMDA approval is mandatory for the development of any layout plan in the Hyderabad Metropolitan region.
The process for applying for HMDA layout approval is simple, but it requires adherence to certain rules and regulations. This article provides a detailed guide on how to apply for HMDA approval for a layout and the required documents.

Background of HMDA
Hyderabad is one of the fastest-growing cities in India, with a population of over 10 million people. The city is known for its rich culture, heritage, IT industry, and tourism. The then combined state of Andhra Pradesh Government formed the Hyderabad Metropolitan Development Authority (HMDA) in 2008 through an Act to actively plan and regulate the city’s development. The HMDA has an area of 7,257 sq km under its purview, which includes the core city area and the surrounding districts.
One of the main functions of the HMDA is to approve layouts for residential, commercial, industrial, and recreational purposes. A layout is a plan that shows how a piece of land is divided into plots, roads, parks, and other amenities. A layout approval from the HMDA ensures that the land use is in accordance with the master plan and the zoning regulations of the area. It also ensures that the layout has proper facilities such as water supply, drainage, electricity, and security.

What is an HMDA Approved Layout?
The Hyderabad Metropolitan Development Authority (HMDA) approves layout plans for buildings in the Hyderabad Metropolitan region. HMDA scrutinizes and verifies the layout plan before granting approval. Approval from HMDA is mandatory for all building plans and layouts in the Hyderabad Metropolitan region.
An HMDA-approved layout must comply with certain rules and regulations such as the development control regulations (DCR), building bye-laws, and the master plan of the Hyderabad Metropolitan region. It must also adhere to the guidelines issued by the HMDA.

How to Apply for HMDA Layout Approval?
The process for applying for HMDA layout approval is simple, but it requires adherence to certain rules and regulations. The process for applying for HMDA layout approval can be done both online and offline.
Online Method:
- The first step of the process is to register on the HMDA’s DPMS website. After registering, you can apply for HMDA approval online by logging in to the website.
- You should also get a relevant Land Use Certificate from the HMDA office and NOCs from the respective departments.
- Engage the services of a Document Auditor and an Architect who are authorised by the HMDA. The Document Auditor and Architect will guide you in filling out the HMDA application form, which consists of two parts, Part A and Part B.
- Along with the application form, you have to submit photographs of the site in all four directions along with showing the access and other physical developments. Please provide the GPS-enabled digitized format photographs/videography of the site and submit geo-referenced layout plans in digital format.
- The Architect inspects the site, verifies the ownership records, and Layout Rules and other regulations connected with the layouts, and fills Part A of the application form. The Architect will also calculate the fee and charges as per the HMDA rates.
- The Document Auditor verifies the ownership documents, link documents, etc., and fills Part B of the application form.
- Submit the required supporting documents, NOCs, draft mortgage deeds, etc. along with the filled application form, and pay the fee and charges at the time of submission.
- You can submit the application form at the Citizen Facilitation Center established at the Office of the HMDA, Tarnaka, Hyderabad, between 10:30 AM to 1:00 PM on Mondays or Thursdays.
Offline Method:
- The offline method of applying for HMDA layout approval involves visiting the HMDA office in person.
- The first step is to get a relevant Land use certificate from HMDA office and NOCs from the respective departments.
- Engage the services of a Document Auditor and an Architect authorised by the HMDA.
- The Document Auditor and Architect will guide you in filling the HMDA application form, which consists of two parts, Part A and Part B.
- The Architect inspects the site, verifies the ownership records, and Layout Rules and other regulations connected with the layouts to fill Part A of the application form. The Architect will also calculate the fee and charges as per the HMDA rates.

- Submit the application form in person at the HMDA office.
HMDA Guidelines on Green Channel for Layout Approval:
The Government of Telangana State has introduced a green channel for applying for HMDA approval for layouts. This is a fast-track mode of getting the approvals and the process can be completed in just 7 days. The process involves the following steps:
- Step 1: Select a HMDA licensed Document Auditor.
- Step 2: Select a HMDA licensed Architect.
- Step 3: Approach both the Document Auditor and Architect to verify the ownership aspects and conformity of proposals to relevant rules/regulations/master plan proposals, etc.
- Step 4: Prepare the application form along with the required supporting documents, NOCs, draft mortgage deed, etc.
- Step 5: Pay the fees.
- Step 6: Submit the application form at the Citizen Facilitation Centre in the HMDA office on Mondays or Thursdays between 10:30 AM and 1:00 PM.
- Step 7: The land section at the HMDA office will forward the application form to the Chief Planning Officer within 5 days.
HMDA Layout Approval Application Form
The HMDA Layout Application Form consists of two parts, Part A and Part B. This form can be obtained online from the DPMS website as well as at the Citizen Facilitation Centre established at the Office of the HMDA, Tarnaka, Hyderabad.
HMDA Layout Approval Required Documents:
The documents required for HMDA layout approval include:
- Photographs of the site and approach road
- Auto CAD Drawing in Pre DCR-Format
- Location Plan drawn showing the site and surrounding physical features
- Structural stability certificate from a structural engineer
- Building Plan
- Geo Coordinates of the site under reference
HMDA Documents Required in Technical Aspects:
- A NOC from the State Environmental Impact Assessment Authority is required for built-up areas over 20,000 square meters.
- If the built-up area is more than 10,000 square meters, plans and sections are required for the proposed sewerage disposal and water supply systems of the building, as per ISI code and standards, and STP.
- An All-Risks Insurance Policy is required for buildings over 10 meters.
- A NOC from the Archaeological Survey of India is required if the site is located near an ancient monument, and a NOC from the District Collector is required if the site is located near a heritage building/heritage precinct.
- A copy of the previously approved building plan and NOCs must be submitted.
- If the site is located near a water body below 200 meters, a NOC must be obtained from the Irrigation Department and the concerned Revenue Authority. If the site is located near a notified lake by the HMDA lakes division, NOCs from the irrigation and revenue departments are not required.
- Structural designs and drawings must be prepared by a qualified Structural Engineer/Consultant Firm licensed by the local authority.
- For buildings over 10 meters, a soil test report from an institution or consultant licensed by the local authority is required.
- If the site is of uneven surface, a contour plan at 5-meter intervals is required.
- For sites that are not part of approved layouts, the latest market value certificate per square yard issued by the sub-registrar office must be submitted.
- For commercial/office use buildings over 15 meters in height, residential buildings over 18 meters in height, and all institutional/public congregation buildings/assembly halls over 6 meters or sites over 500 square meters, a fire NOC is required.
- If the site is located within 30 meters of a gas pipeline, NOCs from the competent authorities, such as GAIL, IOC, or Reliance, must be obtained.
- A NOC from the Irrigation and Public Health Department is required if the site is located within 30 meters of a raw water channel/pipeline of the Krishna, Godavari, Osman Sagar, and Manjeera water bodies.
- For sites that are part of approved Layout/LRS Proceedings, a copy of the layout must be provided.
Mandatory paperwork for verifying property ownership
- Registered Development Agreement of Sale cum General Power of Attorney/Registered lease deed.
- Non-Agricultural Land Assessment Certificate (NALA) from Competent Authority (R.D.O. of Concerned Area).
- Copy of Registered Sale Deed.
- Encumbrance certificate from 1st Jan 2000 till to date.
- Pattadar Pass Book/Title Deed issued by Revenue Authorities in case of no Sale Deed.
Conditional Ownership Documents that are Mandatory
- In case of Inam lands and non-production of pattedar pass books and title deeds required ORC issued by the RDO in case of Inam lands.
- NOC issued by the Collector for Alienation of land in respect of assignment to freedom fighters/Defence persons/Ownership disputes.
- A No Objection Certificate from SO & CA/ULC if necessary.

what is the minimum extent for which HMDA approval not required
There is no such thing as not requiring HMDA approval. Even HMDA’s (government) own layouts were made from 2 acres to 350+ acres.
